Exporting Machinery to Türkiye: Import Inspection Communiqué 2026/32 and the Full GTİP List

If you manufacture machinery outside Türkiye and want to sell it to Turkish customers, your products will be checked at the border under the Communiqué on the Import Inspection of Machinery (Product Safety and Inspection: 2026/32). Published in the Turkish Official Gazette of 31 December 2025 (No. 33124, 4th bis) and in force since 1 January 2026, it defines how compliance with the Turkish technical regulations is checked through the TAREKS risk-based inspection system. This guide explains what it means for you as a foreign manufacturer or exporter, which documents your Turkish importer will need from you, and lists all 307 tariff codes (GTİP) in a searchable table.

Who Does What?

• You (manufacturer / exporter): place a compliant product on the market and provide the declaration of conformity, certificates, test reports and photographs. For Annex 2/A products, have the documents endorsed by the Turkish Commercial Counsellor/Attaché in your country.
• Your Turkish importer: applies to TAREKS, uploads the documents, responds to the inspection and remains legally responsible for the product in Türkiye.
• TSE / Ministry: reviews the documents, decides on prior permission and carries out physical inspections and, where needed, testing.

Step by Step: Exporting Machinery to Türkiye

1. Identify the tariff code. The first 6 digits follow the international HS nomenclature; the full Turkish code (GTİP) has 12 digits. Agree the code with your importer and search it in the tables below.
2. Check which list applies. Annex 2/A means the importer needs prior permission before the goods arrive; Annex 2/B means inspection only at import.
3. Check the applicable regulations. The last column of the table shows which regulations are checked (machinery, noise, EMC, LVD, etc.). Make sure your declaration of conformity refers to all of them.
4. Prepare the documents listed in the next section. Where a notified body is required (e.g. 2000/14/EC Article 12 equipment or 2006/42/EC Annex IV machinery), the notified body number and certificate must be stated correctly.
5. Annex 2/A only: have the declaration of conformity, the type-approval / type-examination certificate and the noise certificate endorsed by the Turkish Commercial Counsellor/Attaché in your country and provide a certified Turkish translation.
6. Your importer applies to TAREKS. For Annex 2/A, before shipment arrives; for Annex 2/B, before the customs declaration is registered.
7. Be ready for physical inspection. If the consignment is referred to inspection, the documents must be uploaded within 20 working days. The TAREKS reference number, once issued, is valid for 1 year.

Documents Required in TAREKS (Annex 3)

1. Customs documents (summary declaration, TIR carnet, transport document, free zone form, etc.)
2. Invoice or pro-forma invoice
3. EU Declaration of Conformity
4. Type-approval certificate (e.g. EC type-examination certificate)
5. Noise certificate
6. Photographs of the product to be imported

For Annex 2/A products, documents 2–6 are requested with the application. For Annex 2/B products, documents 3, 4 and 5 (as applicable to the product) are requested if the consignment is referred to physical inspection.

Common Reasons for Rejection

• The declaration of conformity does not list all applicable regulations (for example, noise is missing for a compressor or a machine with a combustion engine).
• The notified body name, number or certificate number is missing or wrong in the declaration.
• The guaranteed sound power level on the noise label differs from the declaration or exceeds the 2000/14/EC limit.
• The certificate does not cover the model, power rating or variant actually shipped.
• Annex 2/A documents are not endorsed by the Turkish Commercial Counsellor/Attaché or the Turkish translation is missing.
• Documents are uploaded after the 20-working-day deadline.

If documents are found not to have been duly issued, the application is rejected even if all other conditions are met, and the importer’s TAREKS authorisation may be suspended for 1 to 12 months.

Frequently Asked Questions About Communiqué 2026/32

When did Communiqué 2026/32 enter into force, and which products does it cover?

The Communiqué on the Import Inspection of Machinery (Product Safety and Inspection: 2026/32) was published in the Turkish Official Gazette of 31 December 2025 and entered into force on 1 January 2026. It covers machinery released for free circulation in Türkiye whose tariff code is listed in Annex 2/A (22 codes) or Annex 2/B (285 codes). Compliance is checked against the Turkish regulations on machinery safety, noise (2000/14/EC), engine emissions (EU 2016/1628), EMC, LVD, agricultural vehicles, ecodesign and energy labelling. Goods exported under outward processing and re-imported are excluded.

As a foreign manufacturer, do I apply to TAREKS myself?

No. TAREKS applications are made by the importer established in Türkiye. Your role as manufacturer or exporter is to supply complete and correct documents in time: the EU declaration of conformity, the type-examination or type-approval certificate, the noise certificate where applicable and product photographs. For Annex 2/A products, these documents must also be endorsed by the Turkish Commercial Counsellor/Attaché in your country.

For which products is an Import Inspection Prior Permission required?

Prior permission is always required for products on Annex 2/A and must be obtained through TAREKS before the goods arrive at Turkish customs. For products on Annex 2/B no prior permission is needed; the importer applies to TAREKS for the consignment before the customs declaration is registered, and the consignment may be referred to physical inspection based on risk analysis.

Which documents must be uploaded to TAREKS?

Under Annex 3 of the Communiqué: customs documents (summary declaration, transport document, etc.), the invoice or pro-forma invoice, the EU declaration of conformity, the type-approval certificate, the noise certificate and photographs of the product. For Annex 2/A products, the declaration of conformity, the type-approval certificate and the noise certificate must be endorsed by the Turkish Commercial Counsellor/Attaché in the country of dispatch and uploaded with a certified Turkish translation. When a consignment is referred to physical inspection, the documents must be uploaded within 20 working days, including the day of application.

Which machines need a noise certificate?

Compliance with 2000/14/EC is required for products where the Communiqué lists the noise regulation (compressors below 350 kW, towable compressors, self-propelled forklift trucks, etc.) and, even where it is not stated against the tariff code, for every product incorporating a combustion engine. For equipment covered by Article 12 of the Directive, the certificate must be issued by a notified body.

What happens if the documents are not duly issued?

If the declaration of conformity, the type-approval certificate or the test report uploaded to TAREKS is found not to have been duly issued, the prior permission or physical inspection is concluded negatively even if all other conditions are met. In case of breach, the importer’s TAREKS user authorisation may be suspended for 1 to 12 months and its applications referred to physical inspection for the same period.

How long is a TAREKS reference number valid?

The TAREKS reference number confirming that the product may be imported is valid for 1 year from the date of issue and must be entered by the importer in box 44 of the customs declaration.

Does import approval mean the product is compliant?

No. Under Article 13 of the Communiqué, permission to import or the issue of a TAREKS reference number does not mean the product complies with the legislation or is safe. Whether inspected or not, the importer remains responsible under Turkish Law No. 7223 for the compliance of the product with all relevant legislation and for the accuracy of the documents.
